Cutting Time to Plate: A Footwork-Isolation Guide for Coaches

Ask most coaches how to stop the running game and the first answer is "work with the catcher." But the biggest lever on a stolen base is not the catcher's arm - it is the pitcher's clock. A catcher's pop time only matters if the pitcher gives him the ball on time. That handoff is measured by time to plate: the stopwatch reading from the pitcher's first movement to the instant the ball reaches the catcher's mitt. This guide explains why time to plate matters, what actually makes a pitcher slow, and how the Segmented Delivery Footwork Drill fixes the root cause instead of just demanding "be quicker."
Why time to plate is the number that controls the run game
A stolen base is a race with three clocks running at once: the runner's jump and sprint, the pitcher's time to plate, and the catcher's pop time (glove to fielder's tag at second). Add the pitcher's delivery time to the catcher's pop time and you get the total time the defense needs. If that total is lower than the runner's time from first to second, the runner is out.
Here is the part coaches underrate: at the amateur level, the pitcher's delivery is usually the largest and most fixable chunk of that equation. A catcher with a 2.0-second pop time paired with a pitcher at 1.5 seconds gives a runner 3.5 seconds to cover 90 feet - an easy steal. Drop the pitcher to 1.25 seconds and the same catcher now controls most average runners. You did not change the arm; you changed the clock.
The widely used rule of thumb, echoed by instructors at organizations like Driveline Baseball and by professional catching coordinators, is that a time to plate of about 1.3 seconds or quicker lets an average-armed catcher control the running game. Slower than roughly 1.5 seconds and even a strong catcher is fighting a losing battle.
Realistic benchmarks by age
Time to plate should get quicker as pitchers mature and their mechanics tighten. A workable progression of "good" targets from the stretch looks like this:
- 12U: around 1.6 seconds is solid; 1.45 is excellent.
- 14U: around 1.55 solid; 1.4 excellent.
- 15U-16U: 1.4-1.45 solid; 1.3 excellent.
- 17U and college: 1.35 solid; 1.25-1.28 is a genuine weapon.
Use these as coaching targets, not pass-fail cutoffs. The point is direction: every pitcher should know their number and have a plan to shave tenths off it safely.
What actually makes a pitcher slow
When a delivery is slow to the plate, coaches often reach for the wrong fix - either "throw harder" (irrelevant) or "just slide-step everything" (which can cost velocity and timing). The real culprit is almost always wasted lower-half motion that happens before the body commits toward home. The three usual leaks:
- Rock-back or drift at the gather. The pitcher shifts weight back toward second base or lets the hips drift before moving forward. Every inch backward is distance the body must recover before it travels home.
- A slow, hanging leg lift. The lift itself is fine; the problem is hang time. A leg that floats at its peak for an extra beat is dead time on the stopwatch.
- An off-line or open stride landing. If the stride foot lands off the target line, the hips must re-square before the arm can fire, and that re-gather quietly eats the tenths you were trying to save.
Notice that none of these are arm problems. That is why the fix is footwork isolation, not effort.
The drill: isolate the beats, then reassemble

- Beat 1 - Gather: weight stacks over the back hip, leg lifts to its normal peak, no leak backward.
- Beat 2 - Direct move: the front hip and stride foot travel straight down a chalk line toward home, aggressively and immediately, with no downward sink first.
- Beat 3 - Land and stack: the stride foot lands firm and slightly closed, the back foot clears under control, and the pitcher is balanced to let the arm work on time.
Pitchers do dry reps of each beat with a freeze at the end so the coach can check position, then chain two beats, then all three at game tempo. Only after the footwork is clean does the ball come back - first at partial effort, then full-intent timed deliveries from the stretch with a stopwatch.
The teaching magic is in step 7 of the drill: between timed sets, you watch one slow-motion clip, pick the single beat leaking the most time, and re-isolate just that beat. This turns a vague "you're slow" into "your leg hangs an extra beat at the top - let's fix that one thing."
Why isolation beats "just slide-step it"
The fastest way to get to the plate is to eliminate the leg lift entirely with a pure slide-step - but that is not free. For many pitchers, the leg lift is where they gather rhythm and load the back hip for velocity. Rip it out and you can lose miles per hour and command. Footwork isolation gives you most of the time savings while keeping the lift, because it attacks the *waste* (drift, hang time, off-line landing) rather than the *load*. Keep the slide-step in your toolbox as a variation for obvious running situations, but do not let it be the only answer.
Fitting it into practice
This is a bullpen-day or between-start drill, not something to hammer daily. Twenty minutes fits inside a normal throwing session. Pair it periodically with catcher pop-time work so you measure the whole steal-defense picture, and add a baserunner taking a lead once the footwork holds up under a clean stopwatch. If the number climbs the moment a runner appears, the mechanics are not yet automatic - go back to dry beats.
Measuring success
The drill is "done right" when the pitcher delivers from the stretch in 1.30 seconds or faster on at least four of five timed reps while landing balanced and on-line. That second half matters: a quick time with a sloppy landing will show up later as walks and hittable pitches. Chart the number over several sessions - trend beats any single reading, and a pitcher who owns their time to plate is a pitcher who has quietly taken the stolen base away from the other dugout.
